You will find that since Yosemite OS X has increased the extent to which the memory manager goes to ensure decent performance on machines with minimal RAM. In El Capitan and later the memory manager takes control over almost all the free memory once the OS is functioning. If you use Activity Manager it would almost appear that all your memory is in use even though you haven't run anything.
