That was what Adobe tech support told me to name the folder, I'm not sure it has to be that name but I bet it does. I restarted InDesign, went to print booklet, edited the print settings, and picked Adobe PDF 9 from the PPD drop down list. This PPD lets me edit the rotation, and page size. A better solution if your dealing with different file sizes. Problem solved.
